However, this report could also be used as a further input for potential future evaluations of CRIs of LPI, or similar organizations. Particularly, since the evaluation team came to the conclusion that
a) A longer time frame for evaluation is was needed for the impact assessment of CRI then the evaluation team had access to. b) The security situation in DRC and Somalia did not allow the evaluation team to follow up several important potential indicators of CRI impact. c) Any peace building efforts should have a systematic way of continuous evaluations, both external as well as internal ones, in order not to loose benchmarking
The following report should therefore be seen as inputs for outlining indicators for future a) benchmarking of CRI, b) longitudinal evaluations and c) not solved methodological dilemmas/concerns of CRI. The report is, at the specific request of Sida, heavily biased in favour of positioning this evaluation within a larger context of method development as regards evaluation of peace-building projects and programmes. As such it should not be seen as providing a structure to the evaluation report, nor should it be read as a straight-jacket into which the actual field work will be compressed. Rather it lists various issues and inroads that, depending very much on the situation in the field as well as on the limitations in time and resources available to the evaluation, we will use as one of the guiding grids.
