The humanitarian operations were coordinated with peacekeepingand peace-building initiatives, also supported by the Netherlands, but themanagement was essentially handed over to independent UN agencies, DutchNGOs, and their local partners.
The Policy and Operations Evaluation Department (IOB) of the NetherlandsMinistry of Foreign Affairs (MFA) commissioned Channel to conduct anempirical study of Dutch supported actions in the Great Lakes region over theperiod May to November 2005.
