This region was chosen because of its particular characteristic of being in a state of ‘neither-war-nor-peace'. In this context, households often show a great degree of inventiveness in their short-term coping strategies. Whether or not this inventiveness leads to greater resilience is the main question of this report. Finally, recommendations are given on adapting existing food security programmes in such complex and volatile contexts. Increased land tenure insecurity and altered ‘rules of the game’ of the market exacerbated structural causes for food insecurity and households’ risk exposure. While adapting to this fragile environment, avoiding risks and dealing with adverse shocks forced poorly-endowed households to forsake food security in the long run to avoid destitution. Food security interventions tend to neglect these implications and implement standard relief interventions failing to lift households out of a food insecurity trap.

It does so by presenting a review of the food security situation and related stakeholders' responses in the eastern Democratic Republic of Congo (DRC), where more than ten years of war have generated one of the most severe humanitarian crises since the Second World War. The paper first conceptualizes the particular links between conflict and food security. It stresses that a better understanding of the institutional shifts caused by conflict and the consequent strategies initiated by households are essential to better understand the dynamic nature of food-related emergencies. It then discusses the effects of conflict on the levels of poverty and on local food systems in the DRC. It then examines the food security responses of international donors, local institutions and associations. From this analysis, a number of lessons and challenges for future interventions are distilled. The continuous adaptation of groups and individuals to such circumstances can even lead to certain levels of “governance”. This paper explores a particular set of cross-border traders in an African transboundary configuration, in casu the Nande trading network, and their role in the (trans)formation of political order in the eastern Congolese border town of Butembo. It suggests that differentiated relations are possible, not only between local and more “glocalized” forms of governance, but also between such governance frameworks and the state. The focus will be on the quest for protection by this Nande trust network, and its outcomes in terms of public security.
